Summary of Experience

Brent has over 25 years of survey experience and specializes in the project management aspect of the business. He is very active in the professional affairs of his profession and is Past President of the Corporation of Land Surveyors of the Province of British Columbia (BCLS). He has been Chairman of the Condominium Act Committee; Education Liaison Officer, Workers' Compensation Board Liaison Officer; Member of the Board of Examiners; Member of the editing team and contributor to the Manual of Standard Practice for the Corporation of BCLS and Member of the Quality Assurance Committee.

Brent has extensive experience in project management and condominium development in British Columbia. Over the past ten years he has been influential in the preparation of the Strata Property Act. He has been the survey coordinator on many major projects on Vancouver Island including the preliminary stages of a potential new town known as Bamberton. His experience includes major topographic surveys, land consolidation, re-zoning, subdivision, construction layout, easements, rights of way, covenants and condominium surveys.

Project Management

  • Project manager for up to 30 projects on a continual basis
    This includes setting out a budget for a project, supervising the staff that completes the project, certifying the necessary returns, guiding the time line for the project and completing the returns on time and on budget.

  • Bamberton, Survey Consultant
    Prepared outlines of the surveys required for the project, prepared tender documents for integrated control survey and topographic surveys, administered contracts, consulted with the developer to complete a design for the first phase of the project, completed preliminary cadastral surveys of the first phase, performed design layouts of the first phase and consulted with authorities and approval agencies.

  • Victoria Harbour Divestiture Project
    Administrator for a two-year contract to prepare survey plans to assist the Federal government in divesting the Public Harbours of Victoria and Esquimalt.

  • Brentwood College School
    Extensive topographic surveys and boundary resolutions to assist in the redevelopment of the institutional facilities.

  • Stonebridge
    Various topographic and boundary surveys to assist the owners in the development of a 160 acre site in Mill Bay.

  • Mill Bay Waterworks District
    General consultation regarding the operations of the Improvement District with specific projects including management of the acquisition of a site for a new water tower, assisting in the review of subdivision requests and the preparation of plans of the water district.

  • Capital Regional District - Health Facilities Planning
    General consultation to assist in the purchase of a site in the Sooke community for a long term care facility with specific duties including the assessment of respondents to a tender for sewage disposal investigation and advising on the subdivision process.

Land Development

Cadastral Surveys

Brent's cadastral survey experience is widespread in the Capital and Cowichan Valley Regional Districts. He was appointed supervising surveyor on some of the largest developments in these areas, including:

  • Harbourside Condominiums and Hotel
    Completed the construction layout, re-subdivision of the property, land exchange with the Federal Harbour, Federal foreshore lease and subleases, property consolidation, phased strata plan, statutory right of way and easements.

  • Selkirk Waterfront Development
    Assisted in the successful re-zoning of this property from the former B.C. Forest Products mill. Surveys included working drawings for urban planners and plans for the City of Victoria Zoning Bylaw. Also prepared and completed various road exchange, subdivision, consolidation, strata, easement, right of way and covenant plans to prepare the site for continued development.

  • Victoria Eaton Centre
    Completed surveys to aid in design and re-zoning of the property. Completed the construction layout and prepared the subdivision plan to consolidate the properties.

  • Cordova Bay Golf Course and Mattick's Farm Re-development
    Completed plans to aid in the successful re-zoning of this property together with the development of a renewed commercial complex, 2 condominium blocks and 40 single-family residences. This work also included consultation and survey plans for a series of complex covenants for tree protection.

  • Sayward Hills Development
    Completed plans to assist with the re-zoning of this property to allow the development of approximately 175 residential units and a golf course. Plans were also completed to transfer parkland, and the first Strata Plan for this project has now been registered.

  • Christmas Hill Development
    Assisted in the re-zoning of the property. Completed multiple subdivisions, bare land strata, easement, covenant and right of way plans together with detailed lot design and construction control.

  • Mount Tuam Developments
    Completed several lot designs and assisted in the design of 7 kilometres of road to obtain approval to proceed on a 31 lot bare land strata development on a 625 acre property. Phase one is completed.

  • Bamberton Investments Ltd. - Cobble Hill Quarry
    Prepared a Reference Plan to redefine 12 separate titles constituting 609 acres. This survey involved the redefinition of titles from the early 1900's with minimal and conflicting evidence.

Control Surveys

  • City of Victoria:
    Supervised surveys for various control surveys in the City of Victoria including the replacement of integrated control monuments and providing control for a tunneling project.

  • Victoria Commonwealth Games Velodrome:
    Supervised construction layouts for the unique configuration to tolerances below 5 millimetres. The challenge was to design a control program that would allow these tolerances to be met throughout the various phases of construction.

  • Victoria Commonwealth Games Pool:
    Certified the length of the world-class swimming pool at the Saanich Commonwealth Aquatic Centre prior to the Canadian Swimming Championships.
